5 Critical Factors to Check Before Buying IS 15652 Electrical Safety Mats
If you handle procurement or safety compliance for a substation, control room or switchgear panel, you already know insulating mats are not a commodity purchase. A mat that looks right but fails a dielectric test does not just mean a failed audit. It means someone standing on it during a fault. IS 15652:2006 exists precisely to remove that guesswork, but only if the mat you actually receive matches what the standard demands.
Here are the five things worth checking before you sign off on a purchase order, whether you are buying for a single MCC room or standardizing across multiple sites.
1. Match the Voltage Class to Your Actual Working Voltage, Not the Nameplate
IS 15652:2006 defines three classes for Indian installations, A, B and C, each tied to a specific working voltage, thickness, and withstand rating. Buying a Class A mat for a Class B panel is not a rounding error, it is a mat rated for 3.3 kV protecting equipment that runs at 11 kV.

Before you order, confirm the actual system voltage at the point of use, not the switchboard's rated capacity or a supplier's default recommendation. Where a site runs mixed voltages across panels, it is common to end up needing more than one class on the same floor.
2. Verify the ISI Mark and Ask for the BIS Licence Number
Under IS 15652:2006, certification sits with the manufacturer, not the trading brand reselling the mat. A supplier telling you their mat is "IS 15652 certified" without naming the manufacturer or licence number is a claim you cannot verify. What you should ask for instead is confirmation that the mat is manufactured and type-tested to IS 15652:2006, and is ISI marked under a valid BIS licence.
Cross-check the licence number against the BIS website if the order size justifies it. This single check catches most of the mats that fail dielectric testing after installation, because they were never through type testing in the first place.
3. Ask for the Type Test Certificate, Not Just a Compliance Statement
A compliance statement on a datasheet is marketing copy. A type test certificate from an accredited lab is evidence. For IS 15652 mats, this certificate should cover proof voltage withstand, dielectric strength, and the mechanical properties in the standard, tested on the actual class and thickness you are buying, not a generic certificate for the product line.
If a supplier cannot produce a batch-specific or type-specific test report on request, treat that as a red flag rather than an oversight.
4. Check the Mechanical Properties, Not Just the Electrical Rating
A mat can pass a dielectric test on day one and still fail in the field if its mechanical properties are weak. IS 15652:2006 sets minimums for tensile strength, elongation, leakage current, insulation resistance, and how much the mat is allowed to degrade after accelerated ageing. These numbers matter more in outdoor substations and hot control rooms, where the mat is exposed to heat cycling for years, not just tested once in a lab.

If a datasheet shows only the voltage rating and skips these figures, ask for them directly before you commit to a batch.
5. Confirm Thickness, Standard Size and Site Fit Before You Order
IS 15652 mats are typically supplied as Class A and B in 1.0 m width by 20.0 m length rolls, and Class C in 1.0 m by 10.0 m rolls, with a thickness tolerance of about ±10%. If your panel room has an irregular layout or you need custom lengths for site fixing, confirm this with your supplier before ordering rather than after the roll arrives and needs field cutting on every edge.
Also check the working temperature range, -10°C to +55°C for IS 15652 mats, against your actual site conditions. A mat rated for standard indoor use is not automatically the right choice for an outdoor substation with direct sun exposure.
