Electrical Safety Audit Checklist for Indian Manufacturing Plants: What Auditors Actually Check

 Most manufacturing plants in India go through some form of electrical safety audit at least once a year, whether it is a statutory inspection by the state electrical inspectorate, an internal EHS review, or a client mandated audit before a contract renewal. Yet a surprising number of plants still treat the audit as a paperwork exercise rather than a chance to close real gaps.


This article walks through what an electrical safety audit in an Indian industrial setting typically covers, where plants most often lose points, and how to prepare so the audit becomes a formality rather than a scramble.

Why These Audits Exist

Electrical safety obligations for Indian manufacturers come from a mix of sources. The Factories Act 1948 places a general duty of care on the occupier. The Indian Electricity Rules and Central Electricity Authority regulations set out specific requirements for installations above certain voltage thresholds. On top of that, most plants are expected to follow relevant Indian Standards such as IS 3043 for earthing practices, IS 732 for wiring installations, and IS 5216 as a general safety code for electrical work.

None of these documents are optional reading for a plant safety officer. An auditor will usually check compliance against this stack before looking at anything else.

What the Audit Usually Covers

A typical audit at a mid sized manufacturing facility moves through a fairly predictable sequence:

  • Earthing and bonding: continuity checks, earth pit resistance readings, and whether earth pits have been tested and logged within the required interval
  • Panel and switchgear condition: physical damage, loose connections, missing covers, and whether danger and caution labels are present and legible
  • Wiring practices: cable sizing, insulation condition, and whether temporary wiring has quietly become permanent
  • Protective devices: whether relays, MCBs, and RCCBs are rated correctly for the load and have been tested rather than just installed
  • Lockout tagout procedures: whether a documented LOTO process exists and whether workers can actually demonstrate it during a walkthrough
  • Personal and area protective equipment: insulating gloves, dielectric footwear, and insulating mats in front of panels and switchgear

That last point is where a surprising number of otherwise well run plants lose points, and it is worth spending more time on.

Insulating Mats Are a Checklist Item, Not an Afterthought

Auditors specifically look for electrical insulating mats in front of HT and LT panels, switchgear rooms, transformer rooms, and control panels. This is not a generic housekeeping check. It ties directly to IS 15652:2006, the Indian Standard that governs insulating mats for electrical purposes, and auditors increasingly ask for certification paperwork alongside a visual check.

Three things come up repeatedly during audits.

Wrong voltage class for the area. IS 15652 mats are graded Class A, B, and C, rated up to 3.3 kV, 11 kV, and 33 kV of maximum use voltage respectively. A plant with an 11 kV switchgear room using a Class A mat has technically failed the requirement even though a mat is physically present. Mats past their working life. Rubber insulating mats degrade with UV exposure, oil contact, and repeated flexing. Most audit checklists expect periodic dielectric testing of matting in service, not just a one time certificate from purchase.

No mat at all in newer installations. This shows up most often in facilities that expanded a panel room or added a new transformer bay without updating the safety equipment list to match.

A Practical Pre Audit Checklist

Before the auditor arrives, it helps to walk the floor with this shortlist:

  • Confirm earth pit test records are current and logged
  • Check that every HT and LT panel has a mat in front of it, and that the mat class matches the panel's working voltage
  • Verify mats show no visible cracking, embedded debris, or worn anti skid texture
  • Pull BIS or ISI certification for any insulating mat currently in use
  • Confirm LOTO tags and locks are on site and workers know the procedure without prompting
  • Check that danger labels on panels are legible, not just present

The Real Cost of Getting This Wrong

A failed electrical safety audit rarely ends with just a warning. Depending on the auditing body, it can mean a re-inspection fee, a compliance deadline with daily penalties for non conformance or in the case of client audits, a delayed contract. The insulating mat gap is one of the easiest and cheapest of these to fix compared to rewiring a panel room or replacing switchgear, which makes it a strange place for plants to keep losing points.

Treating the audit checklist as a live document rather than an annual scramble is the difference between passing on the first visit and explaining a punch list to management every year.
